Vacancy: Head of Technical – Offshore Wind

The Head of Technical will be the key technical lead across all offshore wind projects in the Philippines, developing, executing and monitoring each project’s business plan to achieve strategic and financial targets. The individual will report to the Philippines Country Manager, working closely by providing regular updates regarding the latest developments of the work packages, including project management, key performance indicators, communication and project development. Workstreams the role will be leading include but are not limited to: Health, Safety, Logistics, Technical, and Operational aspects.
The individual will also work closely with the corporate technical team as well as the corporate commercial team in Headquarter to ensure regional synergies are achieved.
Main Accountabilities
Project Management
•In the early phases, define a strategy to mature the technical definition of projects in the Philippines. Execute this strategy in conjunction with potential project development partners and/or by engaging and managing external consultants. This will include defining RFP technical scope, selecting third party consultants and managing deliverables to budget and schedule.
•Ensure that the strategy defined for the technical workstreams is aligned with corporate technical team standards and requirements.
•Define a technical execution plan for the projects that is compatible with the proposed FID (Final Investment Date) and COD (Commercial Operation Date) timelines and with all relevant milestones agreed with corporate teams.
•Oversee and manage technical workstreams, ensuring successful project delivery to the prescribed budget and timeline.
•Define clear, understandable and realistic key performance indicators for each technical workstream and ensure that those are aligned with expectations. Monitor and manage project delivery against key performance indicators.
•In conjunction with technical and commercial corporate teams, define the project procurement strategy and seek approval from corporate team and Board of Directors (547) for the main investments required during the project lifetime.
•Gather required inputs from the technical work packages to ensure the execution of the business/project development strategies. Notably from:
o Wind Turbine
o Substructures (bottom-fixed, floating foundations) and Supply Chain
o Mooring Systems
o Electrical Design
o Site Assessment
o Transport and Installation
o Operations and Maintenance
• In connection with the technical work package leads, provide technical support to:
o Commercial (Business development, Procurement, M&A-Partnership, Financial Modelling/Valuation, Project Finance,…)
o Permitting and Environment
o Project Certification
o Finance
o Legal
•In conjunction with the Country Manager, make strategic project decisions and, as the Philippines team grows over time, provide leadership and direction to Project Managers and potential project co-development Partners to implement those decisions.
•Monitor the accomplishment of the relevant ethical and HR codes in order to ensure a proper project climate.
•Communicate within the wider teams and manage internal resources as required.
•Work collaboratively with Head of Consenting and Environment, and potential co-development partners to efficiently manage project development and to provide leadership and mentoring within the team.
Communication
•Ensure transparent and efficient communication of targets, deadlines, responsibilities, issues and risks within the wider team.
•Work collaboratively with local team, colleagues from Headquarters, other countries and Partners to manage workloads and ensure consistency of approach across projects.
•Report project progress, risks and relevant issues within the team and to internal stakeholders.
•Effectively engage with key Project Management Teams to ensure that other team leaders have the appropriate information.
•Take responsibility for interfaces in the projects.
Project Development
•Liaise with key external stakeholders to support successful development of the projects and wider promotion of the company.
•Establish strong relationships with the wider team, project partners, industry, suppliers, and stakeholders to facilitate the delivery of projects.
•Support the development of further opportunities in Philippines.
Role Requirements
•Degree educated in a relevant technical discipline with training in project management, budget estimation and control, contract, and contractor management.
•Strong preference will be given to an individual with experience in developing and delivering offshore wind, offshore oil and gas projects or marine operation contracts. In the absence of this, an individual with a strong track record (at Project Manager/Director role) in onshore renewables (e.g. onshore wind) will be considered.
•Extensive project development and program management experience.
•Comprehensive knowledge of health and safety legislation, guidance, and best practice.
•The individual will demonstrate exceptional team and business leadership skills.
•Strong technical understanding of the various work packages within an offshore wind farm project.
•Commercial acumen and experience of budgetary control.
•Excellent communication skills both internally and externally with experience of dealing with a variety of stakeholders and organisations involved in the development and execution of an offshore windfarm.
•Experience in performance management and the ability to convey information clearly and effectively.
•Comprehensive knowledge of the offshore wind environment, legislation, and employment practices.
•Proven ability to identify and win business opportunities.
•Ability to build and maintain a network of suppliers and technical partners.
•Proven leadership skills and managerial experience, with an ability to build and develop teams and to motivate individuals.
